Russia to adjust railway ticket refund fee from December

### New Train Ticket Refund System in Russia to Take Effect in December 2026 Starting December 1, 2026, a new system for collecting fees on train ticket refunds will be implemented in Russia, according to Russian Railways (RZD). The fee will vary depending on how many days before departure the passenger requests a refund, ranging from 1% to 10% of the ticket price. The new calculation method was approved by the Federal Antimonopoly Service (FAS). Instead of a uniform approach, a progressive scale will be introduced, with the fee increasing as the travel date approaches. The maximum fee will not exceed 10% of the ticket price. Under the new rules, if a ticket is refunded 45 days or more before departure, the fee will be 1% of the ticket price. If the refund is requested between 30 and 44 days before departure, the fee will be 3%. For refunds made between 10 and 29 days before departure, the fee will be 5%. The highest fee of 10% will apply to tickets refunded nine days or less before departure.
