Russian Cut Flowers Account for 22% of Market, Imports Make Up 78%

According to the results of 2025, imported flowers still dominate the Russian cut flower market, accounting for 78% of the total volume, "Izvestia" reports, citing a study by consulting firm B1.

About one-third of imported flowers come from the Netherlands. The share of domestically produced flowers is 22%, which is 10% higher than in 2018. This growth is attributed to the reconstruction of old and mothballed greenhouses. Since 2020, Russia has introduced 16 hectares of new greenhouse complexes.

According to the Ministry of Agriculture, domestic producers harvested 454.8 million cut flowers and buds in 2025, marking a 4% increase year-on-year. To further boost production, six new greenhouse complexes are currently under construction, with plans to build another 16 by 2030.

It is noted that the increase in import duties implemented in summer 2024 (from 5% to 20%) proved ineffective. Suppliers have changed their delivery routes, now importing flowers into Russia via EAEU countries (Eurasian Economic Union). Market participants stress the urgent need for government support measures in the floriculture sector.

Overall, the market volume in monetary terms reached $1.1 billion in 2025, an increase of 2.9% compared to the previous year.
