### Putin Orders Government to Expand Affordable Mortgage Program for Large Families Russian President Vladimir Putin has approved a list of directives following his annual press conference on December 19, 2025. One of the key points is the adjustment of mechanisms to support large families in the area of housing loans. The President instructed the government to prepare proposals for new terms of the subsidized mortgage program for families with children. The program is to be expanded to include the secondary housing market. Specifically, the proposal suggests that large families could purchase apartments in multi-family buildings that have been in use for more than 20 years. This measure could be applied in cities with low rates of new housing construction, where the supply of new buildings is limited. The proposals are to be submitted by March 30, 2026. Prime Minister Mikhail Mishustin has been appointed responsible for implementing the directive. The initiative is expected to increase housing affordability for large families living in small and medium-sized cities across Russia.
