Russia passes law obliging telecom operators to cut off communications upon FSB request

The Russian State Duma has finally approved a law requiring telecommunications operators to suspend services upon request from the Federal Security Service (FSB). The bill passed its third and final reading, according to data published on the official website of the lower house of parliament.
Under the new regulations, operators will be exempt from liability towards subscribers if service disruptions or interruptions are caused by complying with FSB requirements. This includes both complete disconnection of communication services and other restrictions imposed by the security agency.
The initiative provides for mandatory termination of user service upon receiving a corresponding directive from the FSB. As stated in explanatory notes, the law aims to improve legal regulation in the field of national security and enhance measures to prevent terrorist threats. Specific circumstances under which such restrictions may be introduced are expected to be defined by separate presidential or governmental decisions.
