Russian Business Lobby Proposes Insurance Against Air Attack Damage

Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs (RSPP), has called for the inclusion of terrorist threats in the list of insurable risks. According to him, such a mechanism would allow businesses to recover damages from attacks.
"We need to insure these objects and include terrorist threats as an insurable risk," Shokhin said in an interview with the Russian news agency "Vesti".
However, Shokhin noted that not all insurance companies are willing to take on such risks. He cited large logistics facilities and warehouses of Russian e-commerce giants Ozon and Wildberries as examples.
Shokhin suggested that the solution could be found through reinsurance mechanisms. To achieve this, he believes that the financial capabilities of the Russian National Reinsurance Company (RNRC), which is regulated by the Central Bank, need to be strengthened.
"We have only one reinsurance company – the Russian National Reinsurance Company, which is under the Central Bank. It needs to be recapitalized because it also cannot handle these risks on market terms," explained the RSPP President.
Earlier, Shokhin also advocated for changes in the regulatory framework governing the protection of industrial enterprises from drones. Specifically, he proposed allowing private security companies to use anti-drone systems with combat payloads.
