Russia is currently exporting the vast majority of its oil to countries that Moscow considers "friendly," with these nations accounting for 94% of Russian oil exports, Deputy Prime Minister Alexander Novak said.

He clarified that this refers to the current structure of Russian oil deliveries abroad.

"In total, today 94% of Russian oil exports are directed to friendly countries," Novak stated at the Russian-Chinese Energy Business Forum, held as part of the Eastern Economic Forum (EEF).
