By 2030, Russia Plans to Gradually Increase Fees for Industrial Pollution (NVOs)
(Industrial polluters in Russia are set to face steadily rising fees for their negative environmental impact (NVOs) over the next decade, as discussed during a meeting of the parliamentary committee on ecology, according to "Kommersant".)
Specifically, it is proposed to raise fees for emissions associated with 9 pollutants and for discharges linked to 24 pollutants.
It is expected that by 2026, fees will increase by 5% compared to 2025 levels. However, the subsequent growth will be more intensive: by 2027 – 15%, 2028 – 25%, 2029 – 50%, and by 2030 – 100% compared to 2025 levels.
It is noted that the burden will vary significantly across industries. By 2030, fees for NVOs in the oil and gas sector, taking into account increased coefficients, may rise fivefold. In the metallurgical sector, they could increase ten to twentyfold, and in the gold mining sector, up to 15 to 25 times.
According to the publication, the initial plan was to raise fees even more significantly. The Ministry of Natural Resources proposed to increase them 20-fold or more over the next five years for over 80% of regulated substances. However, the Russian Union of Industrialists and Entrepreneurs (RSPP) objected, arguing that the proposal lacks economic justification.)
