In Russia, the active phase of work has begun to create comprehensive conditions for the introduction of fully autonomous vehicles onto public roads. The implementation of the corresponding action plan was discussed at a special meeting by Transport Minister Vitaly Savelyev.
The main goal is to form a complete ecosystem for the 5th level of automation, capable of moving without any human involvement. The focus is on three key areas:
- **Formation of new regulatory framework.** The priority task is to develop and adopt a federal law "On Highly Automated Transport Vehicles." The draft document is expected to be submitted to the government by the first quarter of 2026.
- **Technological development and testing.** The plan includes the creation and comprehensive testing of domestic autonomous vehicles of the highest level.
- **Market development strategy.** A separate point is the creation of a concept for the development of commercial autonomous freight transportation with a planning horizon up to 2035.
According to the Ministry of Transport, infrastructure for testing autonomous technologies is already being developed in the country. Currently, 95 autonomous trucks of the 3rd level of automation are operating on test roads. In these systems, automation controls the vehicle under certain conditions, but the driver must constantly monitor the situation and be ready to take control at any time.
Work on the legislation is being carried out by the Ministry of Transport in collaboration with several interested government agencies in accordance with the approved "roadmap."
