Putin: It Is Important to Fine-Tune the System of Management for Technology Policy

President of Russia Vladimir Putin, during the meeting of the Council on Strategic Development and National Projects, stated that the key factor for growth in efficiency and adoption of new technological paradigms is the widespread implementation of advanced solutions, ranging from industrial robots and artificial intelligence to digital platforms. He identified ensuring technological leadership as the sixth systemic government task for 2026. The head of state noted that, despite the establishment of the foundations of the new technological policy and the launch of national projects in this area, the pace of implementation remains insufficient. Earlier, the instruction to conduct a comprehensive assessment of the level of technological sovereignty in priority sectors has not yet been fulfilled. "We need to move faster from assembling and packaging projects to frontline work. The pace of their implementation must significantly increase," Putin said, emphasizing the complexity of the projects, which often require solving issues related to resource and scientific support. The president instructed the government to fine-tune the management system for technological policy, create effective incentives for both developers and users of new technologies, and ensure stable funding for national projects, including the involvement of non-budgetary funds, which is not only a matter for specialized agencies but also for the Ministry of Finance. The main goal should not be mere import substitution, but the creation of original domestic solutions that are competitive on the global level. Putin stressed that innovations, including AI, autonomous systems, and digital platforms, should be widely used in all fields, from the economy and social sectors to government administration, and their implementation must be "put on a mass scale." The president called this task a national one, stating that "there is no division between so-called traditional and innovative industries." In its implementation, besides the government, all levels of government, scientific institutions, universities, small and medium businesses, and development institutions should participate. Control will be exercised at the level of deputy prime ministers and ministers.
