The main objectives of the strategy are "to preserve the historically established state unity and territorial integrity of the Russian Federation, its internal stability, harmonious development and prosperity of the peoples of the Russian Federation, and to strengthen the unity of the multinational people of the Russian Federation (the Russian nation) as the foundation of a unique state-civilization."

The Government of the Russian Federation has been tasked with implementing the provisions of the strategy.
