Heavier Fines for Housing Management Companies for Failure to Start Heating Season on Time

In November, a new mechanism of administrative responsibility for the disruption of the heating season began operating in Russia. Amendments to the Code of Administrative Offences, which came into force on November 7, establish personal fines for officials and management organizations that have not eliminated violations in preparation for winter. The introduction of sanctions is aimed at forcing responsible individuals at all levels to act proactively rather than waiting for emergencies and complaints from citizens. The new rules provide for financial sanctions for three categories: - Officials (heads and engineers of heat supply organizations, property management companies, housing cooperatives): fines ranging from 5,000 to 10,000 rubles. - Legal entities (heat network companies, property management companies, housing cooperatives): fines ranging from 20,000 to 40,000 rubles. - Municipal officials responsible for the readiness of communal infrastructure: fines ranging from 5,000 to 10,000 rubles. The total length of heat networks in Russia exceeds 167 thousand kilometers. According to data for 2024, more than 60% of the networks are physically and morally outdated, and more than 30% require immediate replacement. The vast majority of accidents (about 80%) occur on the "last mile" section - at municipal boiler houses and district heat networks, whose readiness is now under enhanced supervision.
