The Russian government has extended the experimental legal regime (ELR) that allows the use of unmanned cargo vehicles on public roads until 2028. The relevant decree has been published on the legal acts portal.
The main innovation of the experiment will be the autonomous operation of unmanned trucks. From 2026, these vehicles will be allowed to move without a human presence in the cabin.
In addition, the list of regions where unmanned trucks can operate has been expanded. Bashkortostan, Perm Krai, and Sverdlovsk Oblast have been added to the pilot project.
The decree also introduces additional requirements for unmanned heavy trucks: the ability to stop safely in case of software failure, and only drivers without criminal records will be allowed to participate in vehicle testing.
The corresponding ELR was introduced in Russia in 2021 to test the technology. Currently, there are several ELRs in the transport sector in the country, including tests of unmanned trucks, trams, robotaxis, and unmanned aviation systems.
