In October 2025, the difference between the pensions of working and non-working Russians amounted to 3,500 rubles, which is the minimum since 2021, according to the Social Fund data reported by "Izvestia".
In October, the average insurance pension for working pensioners reached 22,400 rubles, while for non-working pensioners it was 25,900 rubles.
Over the year, this gap decreased by almost 20% due to the indexing of payments to employed citizens. However, the increase in payments was uneven: pensions for working pensioners increased by 17%, while for non-working pensioners it increased by 10%.
Experts believe that the resumption of pension indexing has encouraged pensioners to come out of the shadows or register as self-employed. According to their estimates, the resumption of indexing affected about 8 million people, many of whom are specialists with critically important experience for industry and the defense sector.
According to the Ministry of Labor, the share of Russians working "in the shadows" is 13.4%. According to the plan, the informal sector should decrease by 30% by 2026.
