Foreigners Are Visiting Russia Less Frequently

Since the beginning of the year, the number of visits to Russia from abroad has decreased by almost 1 million. This information is reported by "Kommersant", referring to the data of the Border Service of the FSB.

In total, foreign citizens made 12.2 million trips to Russia in the first three quarters of 2025. During the third quarter of the current year, 4.4 million foreign citizens visited Russia, which is 600 thousand fewer than the same period in 2024.

Mostly, visitors come from Kazakhstan, Uzbekistan, Tajikistan, Kyrgyzstan, and China. Citizens of Kazakhstan most often indicate "private trip" in the "purpose of visit" field, Chinese citizens indicate "tourism", "business trip", and "study". Citizens of the other countries from the top five most often specify "work" as the purpose of their visit.

The reduction in the inflow of visitors is explained by the toughening of migration policy and international competition for foreign labor.

• Earlier, Russia tightened the requirements for the stay of foreign citizens in the country. For example, in February 2025, the "registry of controlled persons" came into effect, which includes all foreign law violators. This can lead to blocking of bank accounts, SIM cards, and deportation from the country.
