Ministry of Natural Resources Proposes Transfer of 139 Regional Institutions to Roszapovedtsentr System

The Russian Ministry of Natural Resources is considering a major reform of the management system for specially protected natural areas (SPNAs). The ministry proposes transferring 139 regional institutions into the structure of Roszapovedtsentr, a subordinate agency, according to RBC.

This initiative is included in the draft strategy for the development of the SPNA system until 2036, with further planning up to 2050.

The proposed approach implies a higher degree of centralization in managing nature conservation areas. The Ministry believes that consolidating financial, human, and organizational resources will allow for more efficient allocation of funds, use of specialists, and fulfillment of tasks.

However, the initiative has already raised concerns within the environmental community. Experts argue that such a large-scale consolidation of institutions could instead lead to increased administrative costs and make the management system more complex.
