### Russian Security Service Initiates International Warrant for Telegram Founder Durov Russian security services have announced the initiation of an international warrant for Telegram founder Pavel Durov. He has been charged in connection with a criminal case related to supporting terrorist activities, according to the Federal Security Service (FSB) of Russia. Specifically, Durov is charged under Article 205.1 of the Russian Criminal Code (Assistance to Terrorist Activity). The FSB alleges that Telegram failed to remove channels, chats, and bots used by Ukrainian intelligence services to prepare terrorist acts, mass murders, and cyber fraud in Russia. These actions led to fatalities, including women and children, and caused billions of rubles in material damage. The FSB reported that Ukrainian intelligence officers used Telegram to impersonate women and lure Russian men into terrorist activities. Telegram, a messaging app with over one billion monthly users, was founded by Durov in 2013.
