### Russia to Launch Pilot Program Expanding Digital Services Access for Overseas Citizens Starting July 1, 2026, the Russian government will initiate a pilot project aimed at enhancing access to state digital services for Russian citizens living or traveling abroad. The initiative will run until the end of 2027. The pilot program will be implemented in 12 countries: Armenia, Vietnam, India, Indonesia, Kazakhstan, Kyrgyzstan, China, Malaysia, the United Arab Emirates, Serbia, Turkey, and Uzbekistan. Under the project, a mechanism will be established to allow Russians to register in the individual (personalized) accounting system directly from abroad. Additionally, participants will be able to obtain qualified electronic signature verification certificates without needing to visit Russia. The initiative also envisions expanding the range of state and related services available to Russian citizens overseas. This is expected to simplify interactions with government bodies and reduce the need for in-person visits to Russian institutions for certain documents and services. The results of the pilot program will be used to assess the effectiveness of the new remote service model and inform decisions on its future development.
