Putin at SPIEF-2026: State Must Speak to Business in Language of Predictability

At the plenary session of the St. Pyotrsburg International Economic Forum, Russian President Vladimir Putin outlined the priorities in the relationship between the state and private business: predictability, systemic support, and elimination of administrative barriers.

A sovereign and dynamic economy is impossible without strong private initiative. According to Putin, it is entrepreneurs who define market niches, create jobs, and drive consumer demand. In this context, the state acts as an architect of conditions. Business activity needs not top-down assistance, but confidence in the future – clear taxes, transparent tariffs, and effective regulation.

Putin noted that tax system reform has already been carried out, and a range of investment tools has been established at both federal and regional levels. Together with the business community, a so-called national model of target business conditions has been developed. The document outlines specific steps: simplified company registration, convenient tax reporting, and faster connection to infrastructure.

However, the President made it clear that declaring reforms is not enough. The key issue is tangible results for those who run businesses in practice. He particularly emphasized the need to improve the quality of law enforcement: adopted norms should work equally for everyone, not be interpreted depending on circumstances.

The national model should deliver tangible results – not on paper, but in the real life of every entrepreneur.
