Putin Commends Leading Regions for Investment Attractiveness in National Rating

Russian President Vladimir Putin addressed the St. Pyotrsburg International Economic Forum.
The head of state highlighted the achievements of regions leading in the National Rating of Investment Climate:
"It is clear that the sovereignty of a large country like Russia is not determined only by the strength of the capital or several major industrial centers. It is important that each region attracts investments, creates quality jobs, develops the economy, production, and urban environment."
Leading regions for 2026:
- Moscow;
- Republic of Tatarstan;
- Republic of Bashkortostan;
- Nizhny Novgorod Region;
- Moscow Region.
For the first time, St. Pyotrsburg and Sakhalin Region made it to the top list, Putin noted.
Regions with the highest development dynamics:
- Khanty-Mansi Autonomous Okrug;
- Yamalo-Nenets Autonomous Okrug;
- Omsk Region;
- Vladimir Region;
- Volgograd Region;
- Krasnodar Territory;
- Primorsky Territory.
Putin congratulated regional leaders on their achievements and emphasized that federal support would continue, including mechanisms for providing infrastructure budget loans:
"Over the past four years, more than 1 trillion rubles have been allocated to regions. By 2030, we plan to allocate another 750 billion rubles."
"We have written off regional debt on budget loans by almost 440 billion rubles over the past two years, and this year we will defer repayment of more than 100 billion rubles to a later date. The freed-up funds can be directed by the regions, among other things, to development projects."
