Putin approves delay in regional budget loan repayments

Russian President Vladimir Putin, speaking at a meeting of the Council of Legislators, reminded attendees of the previously adopted decision to write off two-thirds of regional debt on budget loans. The condition for this measure is that the freed-up funds be directed towards investment and socially significant projects. According to estimates, by 2030, this will amount to resources exceeding one trillion rubles.

The remaining debt is subject to repayment according to the schedule. In 2026, the payment volume is about 100 billion rubles, but even this burden remains significant for some regions.

Putin supported the initiative of the United Russia party to postpone the repayment deadlines and proposed delaying the payments scheduled for 2026 to a later period. The government, as well as deputies and senators, have been tasked with ensuring the implementation of this decision in a timely manner without delaying procedures.
