Russian regions may get authority to ban vaping products sales - State Duma discusses

The Russian State Duma intends to consider and adopt a decision in May that would allow Russian regions to independently impose bans on vaping products, State Duma Speaker Vyacheslav Volodin announced.

Volodin noted that a corresponding amendment, which would grant regional authorities additional powers to regulate the circulation of electronic nicotine delivery systems, is currently under review in the Duma. Lawmakers expect to complete the discussion and reach a final decision within the next month.

He emphasized that the initiative is directly linked to public health concerns, particularly among minors. Volodin recalled that the issue had already been actively discussed earlier, including with the participation of citizens.

Referring to medical data, the speaker highlighted an increase in respiratory diseases associated with vaping, noting that such cases have risen by about one-third. He added that teenagers and young adults under 35 are particularly vulnerable.
