Russia to Introduce Brandless "White" ATMs in Experimental Move

Russia plans to roll out a network of "white label" ATMs, not tied to specific banking brands, across its regions. The main goal of the initiative is to increase ATM accessibility in remote areas of the country, according to RIA Novosti.
The ATMs will be owned by "Rosinkas" (a subsidiary of the Central Bank of Russia and one of the largest cash-in-transit companies in the country), with a single operator managing them. Russian credit institutions will be able to join the network for a small fee, while their customers will have free access to their funds (without the current commission charges when withdrawing money from an ATM not belonging to their bank).
"A unified network will allow us to place ATMs based on real population needs, not just in areas of high commercial profitability," Rosinkas noted.
According to Rosinkas data, as of January 1, 2026, there were 138,000 ATMs in Russia, the lowest number since 2010. The main reason for the decline is the high costs banks incur to maintain ATMs in hard-to-reach locations.
