During a strategic session at the Russian government, officials noted an increase in intellectual property activity in Russia. In 2025, the number of patent applications from individual entrepreneurs increased by almost one-third. Trademark registrations grew by a quarter, mainly due to Russian companies and regional brands.

Russia plans to create a comprehensive system to stimulate the commercialization of innovations developed by scientific organizations and design bureaus. This will help shorten the path from idea and invention to competitive products and services on the market.

Special attention was given to existing support tools for authors and companies. Procedures for intellectual property registration have been simplified: applications can be submitted electronically, and the average processing time has been reduced to four months.

Companies engaged in research and development are eligible for tax incentives. Expenditures on R&D can be deducted at double the actual cost, freeing up funds for equipment modernization, material procurement, and staff training.

Small businesses have access to credit mechanisms secured by intellectual property assets. Additionally, in some regions, a "patent box" regime is in place, offering reduced or zero regional corporate tax on profits derived from intellectual property use.
