Mandatory Marking of Electronic Cigarettes to Be Introduced in Russia

In Russia, starting from April 1, 2026, mandatory labeling of electronic cigarettes and other electronic devices for consumption of nicotine-containing products may be introduced. The corresponding draft resolution of the Ministry of Industry and Trade has been published on the portal of draft regulatory legal acts. In order to continue selling electronic cigarettes, market participants must submit an application for product registration in the monitoring information system and start labeling them from April 1, 2026. The transitional period, during which it is possible to introduce nicotine consumption devices into circulation without labeling and without submitting information to the monitoring system, is limited to June 1, 2026.
