Minstroy Reported Completion of Preparations for Heating Season under New Rules

Planned start of the heating season completed in all subjects of the Russian Federation. This was reported by Minister of Construction and Housing and Communal Services Irek Fayzullin, summarizing the preparations for winter.

New stricter preparation rules

This year’s preparation campaign was conducted in accordance with the updated regulations, which toughened requirements and increased responsibility:

• Legally established personal responsibility of officials for the readiness of facilities for the winter period;
• Infrastructure inspections became mandatory with participation of inspectors from Rostehnadzor and Goszhilnadzor;
• Preventive inspections were introduced in the field of energy supervision;
• Updated criteria for readiness assessment were introduced.

Since November 2025, a norm came into force regarding liability for non-compliance with orders to eliminate violations identified in readiness inspection acts.

Preparation results and personnel reserve

As a result of the campaign, the following readiness levels were achieved:

• Multi-family residential buildings — 99.8%.
• Social facilities (schools, hospitals, kindergartens) — 99.9%.
• Urban infrastructure — 99.8%.

Special attention was paid to training personnel. Rostehnadzor in cooperation with the Ministry of Construction organized free training courses for qualified personnel from energy supply and management companies, as well as municipal employees.

Infrastructure, resources and funding

Fuel reserves for the winter were fully formed. Across the country, a mobile reserve for emergency response has been created: 25,000 emergency restoration teams with a total of over 112,000 people and 45,000 special vehicles.

Total funding for preparation from budgets at all levels and the funds of housing and communal services organizations exceeded 347 billion rubles. Regions also received targeted subsidies from the federal center.

Special attention to border regions

The situation in border regions, including new subjects of the Russian Federation, is under special control of the Ministry of Construction. To ensure uninterrupted heating in these areas, the government allocated additional funds for the purchase of autonomous equipment: modular boiler plants and diesel generators. The overall readiness of these territories for the heating period is currently estimated at 95%.
