Under the Development Strategy for the Construction Industry and Housing and Utilities Sector, 10 Million Square Meters of Dilapidated Housing Have Been Relocated

Today, the government discussed the development strategy for the construction industry and housing and utilities sector. As the ministry reminded, the strategy was approved in 2022 and is planned until 2030.
According to Prime Minister Mikhail Mishustin, all the main indicators of the strategy established for the first period have been achieved.
Specifically, over the first three years of implementing the strategy, more than 400 million square meters of housing have been commissioned, 10 million square meters of dilapidated housing have been resettled, and 570,000 people have received new housing. About 170,000 multi-apartment buildings have been renovated. The procedure for state technical accounting of multi-apartment buildings has been clarified, and a tool for their examination has been created. More than 34,000 public spaces and courtyards have been improved. The terms and the number of documents and administrative procedures for the investment and construction cycle have been reduced. During this period, about 3,500 utilities facilities and 3,800 kilometers of engineering networks have also been constructed and reconstructed.
Memorandums have also been signed with the regions, under which they are obliged to modernize communal infrastructure. According to Mishustin, over the next five years, it will be necessary to attract another approximately 2 trillion rubles for these purposes.
The construction industry and housing and utilities sector currently benefit from a range of support measures, Mishustin reminded. These include, for example, an increased level of reimbursement to credit institutions for subsidized mortgage loans, expanded limits on key programs, and a program for subsidizing interest rates on loans for project financing of housing construction in small towns.
There are also escrow accounts, which are particularly relevant for individual construction. There is also an infrastructure menu mechanism, under which the government provides regions with loans on preferential terms to create a comfortable urban environment.
