More than 77,000 Russians have signed social contracts to open their own business

Since the beginning of this year, more than 77,000 Russians, or 41.7%, have signed a social contract to open their own business. In total, about 186,000 social contracts have been signed, and this year more than 520,000 citizens have been covered by such a support measure. The data for the first nine months of 2025 was announced today by Anton Kotyakov, Minister of Labor and Social Protection of the Russian Federation.

According to the Ministry of Labor, starting a business is the most sought-after area of social contract. The most popular areas of business here are the beauty industry (27.1% of the total number of social contracts), manufacturing (9.4%), automotive services (7.1%), construction (6.7%), repair services (5.6%) and photo and video services (5.3%).

The second most popular area of the social contract was employment assistance - 61.6 thousand people (33%) chose it. 24.3 thousand people (13%) engaged in the development of personal subsidiary farming with its help. And almost 23,000 contracts helped citizens who found themselves in a difficult life situation (12.3%).

It is also known that animal husbandry (70.2%), poultry farming (13.1%), vegetable growing (7.7%) and crop production (4.3%) have become the most popular for personal subsidiary farming.

In total, 204.7 thousand social contracts were concluded in Russia in 2024, which covered about 552.1 thousand people. Of these, about 75.5% of citizens were able to increase their incomes, and about 45% got out of poverty.
