E-scooter and other PMD registration proposed to be simplified via "Gosuslugi" platform

The Federation Council, Ministry of Industry and Trade, and Ministry of Transport have rejected a proposal to introduce additional rights for users of electric scooter rental services, according to TASS. The representatives of the ministries believe that the regulation of the industry should be structured in a way that does not create excessive restrictions on its development.

Senator Evgeniy Ditrich called for a balance between control and further market development of Personal Mobility Devices (PMDs).

"We cannot overregulate to the point where the industry collapses and stops breathing. But we also cannot leave it completely unregulated," he said.

The Ministry of Industry and Trade also supports the further development of this mode of transport. There is ongoing discussion about simplifying the registration process for PMDs. It is proposed that registration could be done through the "Gosuslugi" portal, eliminating the need for in-person visits to government offices and waiting in lines.

Special attention is being given to the creation of infrastructure for electric scooters and other PMDs. Priority will be given to bike lanes and other specially equipped routes. As an example, the Krasnodar region is cited, where new roads are already being designed with lanes intended for PMDs.

The Moscow Department of Transport, however, highlighted a gap in current regulations. According to the department, existing requirements apply only to rental electric scooters and do not cover privately owned PMDs. The Moscow transport department called this a "significant oversight requiring urgent intervention."
