### Russian Public Initiative Proposes Nationwide Ban on Vaping Products The Russian consumer advocacy group "Public Consumer Initiative" (PCI) has proposed drafting a bill to completely ban the production, import, and retail sale of vaping products across Russia. The initiative has been submitted to the Russian government, Ministry of Finance, and Ministry of Health, according to the newspaper [Izvestia](https://iz.ru/2174936/natalia-bashlykova/vejpy-hotyat-zapretit-vo-vsekh-regionah-rossii). The proposal argues that existing regional restrictions on vaping products are ineffective, as these items can easily be transported from neighboring regions where no such bans are in place, undermining local efforts to curb vaping. Russia remains the largest jurisdiction within the Eurasian Economic Union (EAEU) that still allows the legal circulation of these products. Kazakhstan, Uzbekistan, and Kyrgyzstan have already implemented complete bans on e-cigarettes. The absence of restrictions in Russia creates a risk of the country being used as a transit hub for these products. Additionally, the group highlights a sharp increase in the popularity of e-cigarettes among Russian youth: 27% of teenagers aged 15-17 now use vaping products. The proposal also cites research indicating that vaping is highly carcinogenic and directly linked to the development of oral and lung cancers.
