### Self-Employed Workers in Russia Hit Record High in 2025
The number of self-employed individuals in Russia reached 15.427 million by the end of 2025, according to data released by the Federal Tax Service. This represents a 26.8% increase from the previous year (in 2024, there were 12.2 million Russians using the special tax regime for self-employed individuals).
Additionally, the number of individual entrepreneurs (IP) rose by 7% to 4.9 million, and small and medium-sized enterprises (SMEs) increased by 3.8% to 6.8 million.
Since January 1, 2019, Russia has implemented an experimental tax on professional income for self-employed individuals. Under this regime, individuals providing paid services without hiring employees are required to pay 4% of their income to the budget when working with other individuals and 6% when working with companies.
