Russian Parliament Speaker Volodin Proposes Raising Migrant Fees to Boost Budget by $15B Annually

Russia is preparing to increase several migration-related fees. The corresponding bill proposing amendments to the Tax Code was submitted by Vyacheslav Volodin, the Chairman of the State Duma (lower house of Russian parliament).
According to the proposal, the fees will increase as follows:
- to 30,000 rubles for issuing residence permits to foreigners;
- to 15,000 rubles for granting temporary residence permits;
- to 5,000 rubles for work permits;
- to 15,000 rubles per person for permits to attract and employ foreign workers.
Volodin believes that the presence of foreign citizens in Russia should be economically justified. The increase in fees is expected to contribute more than 15 billion rubles annually to the federal budget. The bill has already been submitted for consideration by the Budget and Tax Committee.
