Russian Government Introduces Approval-Based Helium Export System Until 2027

The Russian government has introduced a temporary framework regulating the export of helium outside the Eurasian Economic Union (EEU). From now on, exporting this resource will require special permission, according to a statement from the government press service.
Under the new regulations, helium has been added to the list of goods subject to temporary export restrictions as part of the implementation of Presidential Decree No. 100 dated March 8, 2022.
The new mechanism stipulates that exports can only proceed after approval by senior government officials – decisions will be made by the Prime Minister, First Deputy Prime Minister, or the relevant Deputy Prime Minister responsible for the sector. These decisions will be based on proposals from the Ministry of Industry and Trade.
The restrictive regime will come into effect upon official publication of the document and will remain in place until the end of 2027.
As emphasized by the government, the measure aims to ensure stable domestic demand for helium, which is widely used in industry, including in the production of fiber optic products and high-tech materials.
