Russian Tax Service to Join Procurement Participant Verification from 2027

The Russian Ministry of Finance has put forward a draft law for public discussion, which envisions the introduction of an automated verification system for Russian procurement participants using digital services of the Federal Tax Service (FTS).
The document proposes that when evaluating suppliers and contractors under procurement procedures governed by Federal Laws No. 44-FZ and No. 223-FZ, buyers will be able to use information from FTS services that contain data on the activities of legal entities and individual entrepreneurs.
Under the initiative, the tax service will continuously transmit regularly updated assessments of Russian companies and individual entrepreneurs to the Unified State Procurement Information System (USPIS).
When conducting electronic procurements, buyers will have the ability to automatically request through USPIS information confirming that participants meet certain mandatory requirements. This includes the absence of tax arrears, inaccurate information in the Unified State Register of Legal Entities (EGRUL), liquidation procedures, and exclusion from registers of foreign agents, individuals involved in extremist activities or terrorism.
According to the Ministry of Finance, the proposed changes are intended to increase the objectivity of procurement participant checks and significantly simplify procurement procedures for buyers, relieving them of the need to collect and analyze relevant information manually.
It is expected that the new procedure will be applied to procurements announced from January 1, 2027, as prior to that date, technical preparation of state information systems will be required.
These changes will not affect foreign participants in procurements. The Ministry explained that FTS services do not contain information on their business activities, so foreign companies will continue to confirm compliance with established requirements through a declaration.
