### Putin Orders Review of Excessive Penalties in Contracts with Self-Employed Workers
Russian President Vladimir Putin has approved a list of instructions following the December 9, 2025 meeting of the Presidential Council for Civil Society and Human Rights Development. Among the instructions to the government is an analysis of the practice where businesses include excessive penalties, including inflated fines, in civil law contracts with self-employed workers (in Russian, "самозанятые").
Upon completion of the review, if necessary, proposals for legislative amendments aimed at limiting such practices should be prepared. The measures are intended to provide additional protection for self-employed individuals.
