Audit: 30% of "Clean Water" Project Funds Spent Without Achieving Results

The Audit Chamber of Russia has identified violations in the implementation of the federal project "Clean Water". The analysis revealed that out of 137.6 billion rubles allocated by the federal budget for co-financing the construction and reconstruction of drinking water supply facilities, more than 38 billion rubles (27.8%) were spent without achieving the intended results. By the time the project was completed in 2024, 119 water supply facilities in 56 regions remained unfinished. By the end of 2025, 85 unfinished facilities remained in 46 regions.

Overall, from 2021 to 2024, total expenditures on the implementation of the federal project "Clean Water" amounted to 147.5 billion rubles (86.2% of which were federal budget funds). As of January 1, 2025, the level of expenditure execution reached 83.5% of the total volume.
