Russian Far East residents of TORs to be required to reforest areas after logging for production

The Russian government has prepared amendments to legislation aimed at ensuring forest restoration in territories of advanced development (TERs), Prime Minister Mikhail Mishustin announced.
He noted that TER residents, in addition to tax and other benefits, are granted land use rights, which can be cleared of vegetation if necessary. In the event of partial deforestation, residents will be required to restore the forest at their own expense on an equivalent area within a strictly defined period of three years from the start of land clearing.
Compliance with deadlines and reforestation volumes will be monitored by TER management companies.
(TERs, or Territories of Advanced Development, are special economic zones in Russia where companies receive various incentives and support measures to boost economic growth.)
