### Russia Introduces Surcharge on Rail Freight Tariffs to Enhance Transport Infrastructure Security
Starting March 1, 2026, Russia will implement an additional coefficient of 1.01 to rail freight tariffs. The measure, which will remain in effect until February 28, 2027, aims to fund initiatives for protecting transport infrastructure objects.
The decision was developed and approved by the Federal Antimonopoly Service (FAS) following a government directive. The mechanism ensures that the additional funds raised through the coefficient are used for specific purposes.
It is clarified that Russian Railways (RZD) will allocate the collected funds to implement a comprehensive set of measures aimed at enhancing security at over a thousand railway infrastructure facilities. The funding will be fully provided and strictly earmarked for this purpose.
Authorities expect that this measure will help reduce the risk of incidents during cargo transportation and increase the resilience of the railway network, which is a critical transport infrastructure.
