Russia to Increase Drone Use in Inspections and Surveillance Activities

Russia accelerates the transition to remote formats of state control: inspectors are increasingly using unmanned aerial vehicles (UAVs) for inspections and preventive measures.
By the end of 2025, control bodies had conducted over 9,000 events using UAVs. This year, the goal is to increase their share to at least 10% of the total volume of control and supervision activities.
Among the leading agencies in the implementation of unmanned technologies are Rosreestr (using drones for land control) and Rossselkhoznadzor, which employs UAVs in veterinary, land, and phytosanitary supervision.
The expansion of remote formats allows inspectors to work without visiting the site, which is particularly important for vast and hard-to-reach territories. With UAVs, the duration of inspections is reduced to 15 minutes instead of the traditional 1-2 hours. During this time, it is possible to examine an area of up to 242 hectares. Additional data processing is provided by artificial intelligence.
Currently, the use of drones is regulated in 19 types of state control. To scale up the practice, the Ministry of Economic Development, together with the Ministry of Education and Science, has organized a training program for inspectors. More than 6,000 applications for training have already been submitted.
In addition, the Center for Strategic Development has developed an algorithm for selecting UAVs for specific supervision tasks, from monitoring agricultural land to ensuring compliance with land legislation.
Authorities expect that further implementation of UAVs and analytical systems will increase the accuracy of inspections, reduce administrative burden on businesses, and cut state costs.
