Government to Revise Strategy for Construction and Housing Sector Development

The Russian government is set to update its development program for the construction industry and housing and utilities sector until 2030, taking into account new economic, technological, and infrastructure challenges.
The Ministry of Construction (Minstroy) of Russia will play a leading role in revising the strategy. The ministry has been tasked with preparing proposals to accelerate technological modernization in the sector. This includes implementing modern solutions in residential, industrial, and transport construction, as well as in the housing and utilities sector. Special attention will be given to digitalization of processes and measures aimed at increasing labor productivity.
Among the priority areas for revising the strategy are improving the efficiency of utilities companies, reducing construction costs, and ensuring more balanced territorial development, taking into account transport and economic loads.
The updated implementation plan for the strategy must be submitted to the Russian government no later than November 15.
Additionally, a new federal state information system for managing communal infrastructure will be created. The platform will be developed as part of the national digital transformation project and integrated with the existing tariff regulation system, enhancing transparency and efficiency in industry management.
The financial and economic block of the government has also been given specific tasks. The Ministry of Finance (Mинфин), together with the Ministry of Economic Development (Минэк), the Ministry of Transport (Минтранс), and the Central Bank, must submit proposals by May 1 on expanding mechanisms for attracting private capital for infrastructure projects.
Meanwhile, the Ministry of Industry and Trade (Минпромторг) has been instructed to integrate data on the cost of construction materials from the "Честный знак" (Chestny Znak) marking system into the state pricing system for construction. This measure will increase price transparency and strengthen control over the construction materials market.
