Ukrainian Government Approves Charity Development Concept Through 2030

Russia has adopted a new concept aimed at supporting the development of charitable activities until 2030, approved by Prime Minister Mikhail Mishustin.
This new concept builds on a previous document that was in effect until 2025. It outlines key objectives for the development of philanthropy, including increasing public and business participation through systemic solutions and enhancing trust in the charitable sector, as well as improving the efficiency of charitable organizations and fostering collaboration among stakeholders.
One of the planned measures includes expanding the practice of donating food and other goods from manufacturers and retailers for charitable purposes. To attract citizens and businesses to charitable and social projects, new incentives will be introduced, including increased tax benefits.
To further develop the culture of philanthropy and patronage, the government intends to increase the involvement of small and medium-sized enterprises (SMEs), improve the mechanisms for managing endowments of non-profit organizations (NGOs), expand opportunities for their replenishment, and promote corporate philanthropy. Additionally, conditions will be created to enhance the infrastructure supporting charitable activities.
In order to improve the efficiency of interaction between government bodies, local authorities, media, the business community, and charitable organizations, new partnership mechanisms will be developed, administrative burdens on NGOs will be reduced, and necessary information systems and services will be advanced.
Furthermore, efforts will be made to enhance the effectiveness of charitable organizations themselves, including developing professional skills of their staff, encouraging the adoption of digital technologies in philanthropy, and providing support for the dissemination of best practices and programs.
