### Small and Medium Businesses in Russia Received Nearly $13 Billion in Financial Support in 2025 In 2025, small and medium-sized enterprises (SMEs) in Russia received approximately 978 billion rubles ($13 billion) through preferential credit mechanisms, guarantee instruments, microloans, and other forms of financing, according to Russian Minister of Economic Development Maxim Reshetnikov during a meeting of the State Duma Committee on SMEs. Infrastructure support for business owners is provided by around 400 "My Business" centers. These centers served about 350,000 people, while over three dozen projects for the creation and development of techno-, business-, and industrial parks in various regions were supported. A separate focus is on creating stable demand for SME products. Procurement from small and medium-sized companies exceeded 9.4 trillion rubles ($125 billion), with nearly a third coming from manufacturing industries. Russia continues to implement supplier development programs. Issues related to payment delays under Federal Law No. 223 (a law regulating procurement by state-owned companies) have been placed under special control. The digital segment of support is also growing significantly. Through a specialized platform for SMEs, entrepreneurs have already received over half a million services online. The main demand from businesses remains access to financing. In 2026, the volume of preferential credit was doubled to 200 billion rubles ($2.7 billion). At the same time, threshold requirements for investment loans were reduced, and tools for replenishing working capital were expanded. Priority is given to manufacturing enterprises, small technology companies, creative industries, as well as businesses in border and new regions.
