Shoigu Appointed Head of Mendeleev Valley Linked to Rare Earth Metal Projects

Ksenia Shoigu has been appointed as the General Director of the Foundation for the Development of the Innovative Scientific and Technological Center (ISTC) "Mendeleev Valley". The appointment was signed by Russian Prime Minister Mikhail Mishustin. The same document also relieved Alexander Maslennikov from this position.

The Foundation provides expert and technological support for the activities of the "Mendeleev Valley" center, including projects related to the formation of the Angara-Yenisei cluster for deep processing of non-ferrous, rare, and rare-earth metals, according to RBC.

The "Mendeleev Valley" center was established by a government decision in December 2019. Its competencies were later expanded to include technologies for the separation and production of rare and rare-earth metals and products based on them, developments in the field of electricity storage and transmission, as well as artificial intelligence.

In December last year, the Foundation and the "Giredmet" Institute signed a cooperation agreement within the framework of creating a deep metal processing cluster in the Angara-Yenisei region. "Giredmet" acts as a scientific and technological partner of the project.

The cluster is being formed as a distributed research and production complex of federal significance in Siberia. Among its technological directions are ultra-pure metals, permanent magnets, lithium-ion batteries, and power electronics. Large industrial companies, scientific organizations, and universities are involved in the project, with coordination provided by federal agencies and development institutions.

Among the announced projects are the processing of the Tastygskoye deposit concentrate to obtain lithium hydroxide, the construction of a small-scale chemical plant for the production of high-purity products, and the creation of an artificial intelligence computing center. The implementation of individual initiatives is planned until the early 2030s.
