The Russian Ministry of Trade and Industry has proposed a measure to ban the purchase of imported goods in the light industry sector valued at up to 1 million rubles through government procurement. Minister Anton Aliханов announced the initiative during parliamentary hearings in the State Duma.
According to Aliханов, this measure is particularly relevant for the most widespread segment, accounting for approximately 98% of purchased items and around 40% of the total procurement volume in monetary terms. Similar mechanisms have already been implemented in the corporate sector, including by state-owned enterprises.
The minister emphasized the increasing demand for special clothing and protective footwear from industrial enterprises, the energy sector, and law enforcement agencies. Overall, the ministry reported that in 2025, the volume of government procurement of Russian light industry products grew by 12%. Additionally, the ministry has expanded localization requirements: since the beginning of the year, all shoe products have been required to be included in the register of Russian industrial products. Soon, similar regulations will be introduced for finished fabrics and various types of synthetic textile materials.
