Russian Regions Named as Leaders in Housing Supply and State Program Implementation

At a regional development meeting, the dynamics of the construction industry and support measures for regional entities were discussed. Vice Premier Марат Хуснуллин highlighted that 2025 was one of the most successful years for the construction sector. Based on preliminary estimates, the construction industry achieved the best performance in recent history in terms of both residential and non-residential property development. Husнуллин noted that the sector continues to play a significant role in regional economies, contributing on average about 15.8% of regional budget revenues, and in some regions exceeding one-fifth of total revenues. The highest volumes of residential property development were recorded in Moscow Oblast - 12.5 million sq. m, Moscow City - 7.4 million sq. m, Krasnodar Region - 6.2 million sq. m, Leningrad Region - 4.2 million sq. m, and Tatarstan - 3.5 million sq. m. Among the regions that successfully met key government program indicators, Yakutia, Buryatia, North Ossetia-Alania, Tatarstan, Zabaykalsky Krai, as well as Nizhny Novgorod and Ryazan Oblasts, were highlighted. At the meeting, a decision was made to support two regions through the mechanism of treasury infrastructure loans. Primorsky Krai and Murmansk Oblast will receive a total of over 13.5 billion rubles. The main portion of the funds will be directed towards upgrading коммунальной infrastructure, developing road networks, and constructing social facilities.
