Russian MFCs Delivered Over 166 Million Public Services in 2025

Moscow hosted the plenary session of the IX All-Russian Forum of "Moi Dokumenty" centers, where the transformation of the MFC network and its future development directions were discussed.

In 2025, the MFC network provided over 166 million services. According to surveys, customer satisfaction remains at a maximum level.

Over a decade and a half, multifunctional centers have evolved from simple application submission points to universal platforms where citizens can resolve a wide range of life issues in a comfortable format. Digitalization plays a significant role in this process. Special digital competence zones are being created in MFCs, where consultants help visitors master electronic services and apply for services online.

Separate attention was given to the development of biometric technologies. In four pilot regions - Leningrad, Lipetsk, Nizhny Novgorod, and Chelyabinsk oblasts - a mechanism for obtaining services without presenting a passport, using biometrics, is already in operation. In the near future, a similar service is planned to be launched in St. Petersburg.

Despite the development of online services, in-person service for citizens will continue. The choice of how to receive state and municipal services - remotely or in person - will remain with the recipient.
