Since the launch of the voluntary self-ban mechanism on consumer loans, 21 million Russians have already made use of it, according to Elvira Nabiullina, Chair of the Central Bank of Russia, speaking at the All-Russian Forum of Multi-Functional Centers.

She noted that the tool has proven to be highly popular among citizens. The mass uptake was facilitated by the simplified application process through the "Gosuslugi" (State Services) portal. The head of the Central Bank highlighted that the project serves as an example of collaboration between the financial system and digital government services.

The legal option to self-impose a ban on consumer credit agreements has been in effect since March 1, 2025. Initially, the service was available online via "Gosuslugi", and since September 1 of the same year, it has also been possible to apply for the restriction in person at a Multi-Functional Center (MFC).
