In November 2025, the volume of multi-family housing construction in Russia reached 120.3 million square meters, which is only 0.7% higher than the same period of the previous year. As reported by TASS, citing Russian Guild of Real Estate President Artemiy Shurygin.
According to Shurygin, the November figures indicate stagnation in the market.
In the ranking of regions by the index of reduction in new construction volumes, the leading positions are held by the Udmurt and Chuvash Republics, St. Petersburg, the Volgograd and Kirov regions, and the Krasnodar Territory. For the first time, the Moscow region has joined the regions of underperformers, with a 11% reduction in new construction volumes for the Moscow Oblast and 4% for Moscow itself.
The leaders in terms of increased construction volumes are the Republics of Dagestan, Crimea, Sakha, Arkhangelsk, Voronezh, Rostov, Nizhny Novgorod, and Omsk regions.
It is noted that in November, only 28 regions recorded construction volumes exceeding 1 million square meters, accounting for 81% of the total construction volume.
The current dynamics, the expert explained, is a natural reaction of the market to the compressed demand amid high interest rates.
