As of December 9, new rules for calculating the cost of ОСАГО insurance policies, approved by the Central Bank of Russia, will come into effect. The reform is aimed at making the rates more fair: careful drivers will pay less, while those who frequently cause accidents due to their own fault will pay significantly more. The changes will affect both the basic rates and the adjustment coefficients.
The main changes to the rates:
- Expansion of the basic corridor. For passenger cars, the upper and lower boundaries of the basic tariff shift 15% in both directions. This gives insurance companies more freedom in pricing. The most significant jump is for motorcyclists: their corridor expands by 40%.
- Tightening of the territorial coefficient. Insurance will become more expensive in regions with a high level of insurance fraud. For Dagestan and Chechnya, this coefficient has doubled. In total, the increase will affect 28 territorial units (districts, cities), while 20 will see a decrease.
- Personalization based on driving history. The main principle of the new changes is "payment based on risk." The bonus-malus (КБМ) system will now have a stronger impact on the cost of the policy. A driver with many years of accident-free driving can get a policy at the lower end of the new corridor, while frequent accident-causing drivers will be at the upper end.
According to the regulator, the previous system had become outdated, creating unfair conditions where careful drivers were unfairly "subsidizing" the increased risks of reckless drivers and fraudsters. This also demotivated insurance companies from working with clients who violated the rules.
The new model is intended to encourage careful driving, increase regional responsibility, and stabilize the market. A sharp rise in the cost of ОСАГО in problematic areas may encourage local authorities to more actively combat insurance fraud. Insurance companies will also receive a more flexible tool for managing risks and forming a stable portfolio.
Experts advise motorists to carefully check their bonus-malus (КБМ) coefficient through official RSAC databases before renewing their policy. When purchasing ОСАГО, it is especially important to compare offers from different insurers, as their tariff policies within the new wide corridor can differ significantly. For most disciplined drivers, the reform is likely to result in savings or only minor changes in price. The main financial burden will fall on a narrow group of high-risk drivers and residents of areas with unfavorable insurance statistics.
