As reported by RBC citing sources in the telecommunications industry and cybersecurity experts, the agency updated its information systems settings to identify and restrict traffic on encrypted protocols designed to conceal data. The update has caused a wave of disruptions in encrypted connections, particularly noticeable since the end of November in regions where, presumably, the new settings were being tested.
