### Exclusion of 11.3 Billion Rubles from Waste Management Tariffs
The Federal Antimonopoly Service (FAS) of Russia has issued a directive to exclude 11.3 billion rubles from waste management tariffs. The FAS evaluated the reasonableness of expenditures for waste processing and transportation in the tariffs of regional operators in the Central, Northwestern, Volga, Ural, North Caucasus, and Southern Federal Districts for this year.
Among the violations identified, there was a lack of analysis of allocated budget subsidies and approval of long-term regulatory parameters. Regional operators did not account for investment expenditures in tariffs exceeding the volumes of financing, as well as company expenditures exceeding the declared needs.
Some regional operators failed to provide a conclusion following an unsuccessful tender regarding a contract lasting more than one year. Some companies included in the tariffs costs for waste processing that did not result in a reduction of waste mass, which was subsequently subject to landfilling.
In total, 64 directives were issued to eliminate violations by 83 regional operators.
